1) To improve the abilities of TV professionals to create a programme with limited means, in accordance with the recognized needs of specific target groups in the audience (participants of MITIL, citizens of a region, foreign audience) and limitations of human resources (participants and leaders of workshop) as well as programme archive and distribution to other TV stations

2) To improve the abilities of TV professionals to "jump" into an unknown team and become part of that team.

3) To mix experiences of TV professionals from different parts of the world as a premise for achieving better quality in the media outlet.

Activities:

The Workshop participants and leaders would act as staff of a virtual local TV station and work on scheduling of two hours of programme and effective production of a magazine of 12 minutes.

1) The first session will be the presentation of staff and discussion about proposals, which participants should submit by E-mail at least one week before MITIL. Leaders of the workshop will take on the role of producers and make a decision about the programme schedule.
2) The second session will be the planning and preparation for the production of a specific magazine, called "Fondation Jean Monnet" (see description below).

The Magazine

A local documentary of international character: a visit to Lausanne's "Fondation Jean Monnet pour l'Europe"

The documentary origins of the European Union are housed in Lausanne, Switzerland. How to explain that this country, which is not (yet) a member of the EU, should be the repository of such a collection? One man is responsible for this surprising fact: Dr Henri Rieben, a professor from Lausanne, intimate friend and fellow traveller of Jean Monnet, the "father" of Europe.

For more than fifty years, Dr Rieben has contributed all his time and considerable energy to the construction of Europe. Switzerland was the first country to establish a university chair of European Integration, a position filled by Dr Rieben at the University of Lausanne.

An indefatigable pioneer, Henri Rieben was given the task by Jean Monnet of creating a foundation which would both preserve the original documents relating tothe birth and development of the EU, and serve as a center of research in support of its philosophical cornerstone: that building a European community was the surest way to avoid fraticidal war.

Today, Henri Rieben is recognized as a pivotal personality. His renown and influence are such that he regularly receives such European dignitaries as Juan Carlos, Jacques Delors, Giscard D¹Estaing, Helmut Schmidt, Azeglio Ciampi, etc, at the foundation.

This exceptional man will be our host at the seat of the "Fondation Jean Monnet pour l'Europe", and will himself present to us this unique collection circumscribing our modern historical heritage.

(For the occasion, archival documentaries, some of them unpublished, will be made available free of charge for broadcast by interested parties.)

Outlet:

The outlet of the workshop should be the 12 min. magazine, which will be shown on MITIL and broadcast for free by any Local TV participating at MITIL 02. Participants of MITIL could obtain a tape with the programme and broadcast it in their own stations.

Participants:

Considering that the content of the workshop is production of the outlet and the limited capacities of production and post-production facilities, the number of participants is low..

1) Journalists and programme staff: 10 participants
2) Production managers: 5 participants
3) TV directors, camera operators, picture and sound editors: 10 participants
Journalists and programme staff should also submit their programme proposals. In the event that more than 25 people show interest in the workshop, participants would be chosen according to the proposals submitted.
